Corruption cannot be controlled by campaigns alone. It is the law that has to be changed, the rules have been made in such a way that the only way to circumvent it is to pay your way out.

The Kolkata Motor Vehicle Department is the most corrupted department I have ever seen. Without the help of a tout, nothing is possible and the corruption is so open that the touts walk in and out of any office and get the job done behind the counter while no application is accepted from the counter.

And there are hundreds of touts who have formed a strong union and nobody can do stop corruption at the Motor Vehicles Department.
